Here are some of the changes I've made to the skills set in the games I run. I've developed them here, playtested them, and they seem to be okay. At least, my players seemed okay with it - in fact, it became the house rule.

Take a look, guys, and let me know what'cha think...

New Skill: Perception
Replaced Skills: Listen, Spot
Changes:
Nothing really new. The skill works similar to the old skills, but has been integrated into just one skill. Now, this skill may include other sensory perception methods such as taste and touch.
A deaf character receives a -4 penalty on Perception checks and can't use the skill to listen to sound, in addition to the normal penalties for being deaf. Likewise, a blind character receives a -4 penalty on Perception checks and can't use the skill to see visually.

New Skill: Stealth
Replaced Skills: Hide, Move Silently
Changes:
Like Perception, Stealth does not offer anything new except for the integration into a singular skill. Now, this skill may be used to describe an overall stealthy movement (moving quietly while keeping to the shadows).
Any equipment that is unusually noisy imposes a -2 penalty on Stealth checks. Likewise, equipment that is unusually eye-catching imposes a -2 penalty. These penalties stack with each other (for equipment that are unusually noisy and unusually eye-catching, but who the hell wears those?).

Changes in Skill Points and Class Skills
Any class that has any of the following skills get 1 less skill point per level (to a minimum of 2 + Int mod): Hide, Listen, Move Silently, Spot.
Any class that has any of the following as class skills receive Perception as a class skill instead: Listen, Spot.
Any class that has any of the following as class skills receive Stealth as a class skill instead: Hide, Move Silently.
Example: Rogues get (8 + Int mod) skill points per level. In this system, they get only (7 + Int mod) skill points per level, and Perception and Stealth as class skills.
Bards normally get (6 + Int mod) skill points per level, and Listen, Hide, and Move Silently as class skills. Now, they get only (5 + Int mod) skill points per level, and Perception and Stealth as class skills.

New Language: Sign Language
Use:
To communicate by sign language, make a Sign Language check (1d20 + Dex mod + ranks in Speak Language (Sign Language)) against DC 5. To be able to see the signals, the receiving character must likewise make a special DC 5 Perception check (the receiver may add her ranks in Read (Sign Language) to this check). The receiver's Perception check DC increases by 5 for every 30 feet of distance between receiver and sender.
Special: For a receiver to understand the unique sign language, he/she must have trained with the sender for 1 week to learn the specifics of the sign language. Otherwise, any character who catches the transmission may make a Sense Motive or Decipher Script check (DC equals the Bluff check of the sender) to decode the message. Success means he understands parts of the message, and if he beats the DC by 10 or more, he understands the entire message. If he fails, he does not understand anything, and if he fails by 5 or more, he receives false information.
Special: A character with the elf subtype or a Dexterity score of at least 13 can communicate via the sign language fluently, as if by spoken language. Otherwise, the sender can only understand and send phrases or fragments.
Example (Dex 13 or Elf): "Five orcs in the room. Three are sleeping near the far wall, two are playing cards near the door, toward the left."
Example (otherwise): "Five bogies. Three asleep. Two non-attentive."

OOhhh... skill folding is the future!

Does sign language skill require a free hand? Maybe I can do a facial expression sign language variant. Very Happy

Can you use read lips use of spot instead?

Yeah, folded skills are the future. I see more and more of them in our 3.75 era. SWSE has them as core, and so will 4.0. I heard skills might end up halved.

I like the idea. It's parallel to WoD, which makes things a lot simpler. And it facilitates complicated sense-related rolls that do not necessarily involve Spotting or Listening, like the sense of touch.

I forgot to include it, but yes, Speak (Sign Language) requires one free hand. While facial and bodily expressions are part of the language, the hand signals are the most vital parts.

I'd rule that you can only use the "read lips" part of Spot if you are using the exact same sign language as the sender. (As per the language dependency of the skill) We're still trying to figure out how a "hacker" can try to decipher the signals; the entry in my first post is still tentative.

And just so we're clear, Sign Language is not an entirely separate skill. It is a language. Thus, you need Speak (Sign Language) to perform the hand signals, and Read (Sign Language) to understand the hand signals. If you're an Elf or possessed of Dex 13, you can Speak the language as you would any other language - that is, 25 words per round. Otherwise, you can only Speak in fragments - game-wise, 5-10 words per round (we're still..."negotiating"...this part).
