Starts out with 12 hp, but otherwise gets 4hp/level just like its two fellow non-primal controllers. And it has no con build to speak of whatsoever, so I see it ending up with even less hp than the wizard/invoker.
Primary is intelligence, while secondaries are either charisma for telepathy builds or wisdom for Telekinesis builds.
And get this; it has no encounter attack powers.  Almost all of its telepathy powers attack Will, so me and dark_axis speculate that Deva Psion/Divine Oracles will be really, really good. It'll more likely be tiefling or gnome, though.
Gawd, gnomish psions...  Now there's something I don't want to see (flavor-wise). It could have worked with tinker gnomes, but not with fey ones.
Have I mentioned that they don't have encounter powers?

Your initial idea is right, but let me elaborate.
Instead of encounter powers, psions get a power point pool, which replenishes after every rest. At-will powers, in turn, can be augmented for certain power points, which will make it in-line with the strength of encounter powersfrom other classes.
At 3rd level, you get a third at-will; it is advisable that you get a level 3 at-will power.
At every level where you're supposed to get an encounter power from level 7 onward, you can instead retrain into a higher level at-will. In essence, these new at-wills are just as strong as the level 1 counterparts, with one excemption: Their augments cost more power points, but they are also more powerful.
Of course, your power point (I hereby dub it pop's so as not to confuse it wioth pp for paragon paths) reserve increases with your level. Psion pp's give extra pop's, and I suspect that there'll be a feat that gives 1 or two more.

I hope they can release a shaper discipline for the psion in 4.0. I wantz to rebuild Warren Light.

I can conceivably see the astral construct as summoning powers. Since these are dailies, however, it wn't be as fun as before.
Alternatively, they could instead turn into conjuration at-wills, augmentable for additional capabilities.
I hope they make a second striker, though, in the form of a soulknife. After all, Psylocke is awesome. XD
